### Summary
This position is located within the Engineering Service at the VA Hudson Valley Health Care System in Montrose, NY and reports to the Interior Design Section Supervisor. The Engineering Technician (Draftsman) will independently gather necessary architectural, electrical, mechanical, and all other necessary information to maintain the facility's as-built computer-aided design (CAD) drawing files and will be responsible for designing and drawing projects.

### Responsibilities
* Prepares CAD generated architectural, civil, and structural engineering drawings depicting complete plans for existing as-built facility conditions, proposed construction or modification of facilities and structures, such as, roads, bridges, parking lots, utility and drainage systems, towers, piers, railroads, foundations, floor plans, and structural members of buildings;
* Prepares CAD generated mechanical engineering drawings depicting complete plans for construction or modification of utility systems, such as heating, ventilation, air conditioning, plumbing, and other similar systems;
* Prepares CAD generated electrical engineering drawings depicting complete plans for the construction or modification of utility systems, such as, power distribution, exterior and interior lighting, fire alarm and intrusion detection systems, and signal system;
* Makes overall layout, sections, elevations, profiles, and detail drawings of various features;
* Visits proposed site to inspect to obtain field data of existing facilities;
* Performs scanning of existing drawings into electronic format; and,
* Performs all other duties as assigned.
**Work Schedule:** Monday through Friday, 8:00 am - 4:30 pm.

### Qualifications
**To qualify for this position at the GS-7 level, you must meet one of the following:**
**Experience:** You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Engineering Technician (Draftsman), and that is typically in or related to the work of the position to be filled. Specialized experience includes supervising, leading, or performing work involving applying a practical knowledge of the methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Qualifying specialized experience includes technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as planner and estimator who analyzed designs for production purposes. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.** ~OR~**
**Education:**Successfully completed one (1) full year of graduate education (or 18 semester hours) or an internship in course matter that must include courses directly related to the work of the Engineering Technician (Draftsman) position in the field of engineering. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. **~OR~**
**Combination:** Equivalent combinations of successfully completed graduate level education and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of the Engineering Technician (Draftsman) position in the field of engineering. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
A **Quality Ranking Factor*** has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. The quality ranking factor for this position is: **"Certification in Engineering Technologies issued by the National Institute for Certification in Engineering Technologies (NICET) and an Associate's Degree or higher in Engineering"**. (Certification by the Institute will be helpful as a measure of the technician's quality of experience). To receive credit for the Quality Ranking Factor, this information must be supported by your resume or submit a copy of your certification and transcript with your application.
***Quality Ranking Factors** are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors **will not be used for screening**, but may be used as ranking criteria. **Physical Requirements:**The work of this position requires minor physical exertion. Work will be primarily performed at the workstation, with brief periods of walking and maneuvering to document field conditions. There may be occasional situations that will require climbing ladders or scaffolds and/or bending and squatting to observe, collect, and record data.
The work involves little to no moderate risks or discomforts which require special safety precautions, e.g., working around moving parts, carts, or machines; with contagious diseases or irritant chemicals. The work will be primary performed within an office at the workstation.

**Receiving Service Credit for Earning Annual (Vacation) Leave:**Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
